"In family law, the stakes are deeply personal—custody of children and everything a family has built over a lifetime is on the table. When positions are entrenched and the path forward feels unclear, I bring clarity, perspective, and a lasting resolution before trial with an uncertain outcome.”

Biography

Anthony D. Storm joins Signature Resolution with trial-tested family law expertise and a deep respect for the human stakes involved in every dissolution, custody dispute, and complex property matter. With a decades-long career as a seasoned Family Law Specialist and most recently, as President of the Beverly Hills Bar Association, Tony spent time at the table in some of California’s most consequential family law cases. Those experiences instilled in him a firm conviction that every order and every outcome follows families long after the case closes. He brings not only empathy and deep understanding of the life-changing issues at hand, but also exceptional litigation fluency. His legal mastery in privacy and digital security, combined with a near-perfect settlement record across both his litigation and neutral practice, helps parties move from deadlocked positions to lasting resolution.

Tony is candid, preparation-driven, and deeply attentive to the specific dynamics each case presents. He likens every dispute to a fingerprint: no two families are alike, and a resolution that holds is one shaped by the particular pressures, relationships, and stakes in the room. He is direct with parties about the realities and unpredictability of litigation, and he uses that perspective to help them make clear-eyed decisions. His measure of a successful mediation is straightforward: the less parties need to return to the table after the judgment is in, the better he did his job.

Attorneys value Tony for both his credibility in the room and his legal acumen. He speaks with the authority of an experienced litigator and understands how judges think, how decisions are made, and where litigation risk lies. That perspective enables him to cut through the noise and help parties make informed, strategic settlement decisions.

Tony began his law career litigating criminal matters for the federal government at the United States Attorney’s Office, work that earned him recognition from both the U.S. Attorney and the Los Angeles County District Attorney’s Office. He then moved into family law, developing his practice at Harris Ginsberg and Walzer Melcher working on complex litigation and appellate matters, including a case that progressed to the California Supreme Court. He co-founded his own firm, then Storm Palyan LLP, focusing exclusively on complex family law matters including high-asset dissolution, spousal and child support, and property division. His co-chair of the Voluntary Attorney Settlement Team (VAST) and co-management of Judgment Assistance Day, court-adjacent programs supporting settlement and for JAD, access to resolution for self-represented litigants, reflect a commitment that extends well beyond his private caseload.

Tony also brings a distinct edge in cases involving privacy and digital security, informed by his prior role advising public figures and entertainment entities on measures to ensure their privacy and electronic security. That experience developed into a niche area of his practice, ensuring that matters that may get public scrutiny remain confidential. He advises clients on the mechanics of keeping sensitive matters out of the press. The high-profile cases that went under the radar speak miles to that credential.

Tony’s intellectual contribution to the field extends well beyond the cases he has tried. He has lectured extensively on complex property division, business valuation, pre- and post-marital agreements, discovery abuse, locating hidden assets, tax consequences of divorce, bankruptcy, settlement strategies, legal writing, witness examination at trial, enforcing fiduciary duties, maintaining privacy during divorce, International Child Abduction under the Hague Convention, and the use of electronically stored information in family law proceedings. He continues to lecture frequently for bar associations throughout California.

As the current President of the Beverly Hills Bar Association, prior Chair and Vice Chair of its Family Law Section, and having been appointed to the State Bar of California’s Family Law Executive Committee (currently named California Lawyer’s Association) and legislative liaison for that committee, Tony has been a sustained presence and contributor to the legal community since his earliest days in practice, including as a published author in the Journal of the American Academy of Matrimonial Lawyers for the co-authored article: Wealth, Fame and Fortune: Navigating the Treacherous Waters of High Stakes Family Law Litigation.

Now, Tony’s work at Signature Resolution gives attorneys navigating family law disputes access to a neutral who has spent his career in the trenches of that work. He brings the advocate’s instincts, the discretion of a privacy specialist, and a genuine presence at the table that is consistent regardless of the complexity or profile of the matter in front of him. As an esteemed member of our neutral panel, Tony is known for his ability to take control of difficult mediations without losing neutrality. He is candid and understanding with parties, respected by counsel, and relentless in working toward a fair resolution.

Parties who work with Tony find someone who engages with the same seriousness, candor, and instinctive care whether the estate is massive or modest. He brings to every session an earned conviction that almost every case can and should settle.
